Assesing Universal Service Policies in Latin America
The PUCP (Pontificia Universidad Católica del Perú), IBEI (Institut Barcelona d’Estudis Internacionals) and GiM-UB (Governments and Markets, Universitat de Barcelona) are pleased to announce the celebration of an universal service policy workshop that will take place in Lima (Perú) on 1st June 2013.
Motivation: The focus of the workshop is the regulation and governance of universal service policies in utilities such as telecommunications, electricity, transportation and water. After the liberalization of utilities’ markets during the 1990s, access and universal service policies have emerged as a key instrument to cope with distributive dilemmas in the provision of public services. When market forces are not able to guarantee the provision of basic services to the whole population it is necessary to design complementary regulations to promote the expansion of networks and the delivery of essential services at affordable prices and with acceptable quality levels.
Objectives: The purpose of the workshop is to better understand the creation, operation, and performance of universal access and universal service policies. We want to assess the results of the universal service policies that have been applied in the last two decades at national, Latin American and international levels. We are interested in papers presenting international experiences, innovative policy designs, incentives agendas, and the analysis of managerial and institutional models. We will also welcome papers analysing the impact of renewable energies in the expansion of utilities, and on the financial sustainability of universal access systems.
Submission of proposals: Paper proposals of no more than 500 words should be submitted to Jacint Jordana (firstname.lastname@example.org) We request proposals for highquality, theory-driven research papers. Both conceptual and empirical studies are welcome. Comparative studies across contexts are also welcome. Each proposal should include the following information: (1) author(s) name, title, institutional affiliation and address; and (2) paper title, research question, relevant theories, research design and methods, data and potential findings.
Special Issue: Selected papers will be submitted for publication in a planned special issue of an international journal. The topic of the special issue will be Universal Access Policies in Latin America.
