She joined the Venezuelan oil industry in 1982. From that time on, she has worked for Meneven, Corpoven, Bariven, and Pequiven, where she held managerial responsibilities in areas such us Environment Management and Public Affairs.
She was also Manager of Strategic Planning and Major Advisor in Planning of the Public Affairs,PDVSA Corporate. In 1997 she was appointed Manager of Research and Issues Management for PDVSA Services.
In July of 1999, she was appointed Manager of Public Affairs for PDVSA Manufacturing and Marketing, position which she held until being designated Corporate Manager of National and International Public Affairs. Before joining the Venezuelan oil industry, she had worked for the Ministry of Environment and for the Institute of National Cartography.
Mrs. Cesar has fully attained 17 years of experience at Petróleos de Venezuela S.A. (PDVSA), with vast expertise in issue and crisis management, reputation, activism and community relations. She designed the monitoring issue program for the Corporation and led the international & national benchmarking process for Corporate Public Affairs. She also developed and managed the Educational
Oil Program (PEP) since 1996.
In 1997 she was granted with the Issue Management Council Award for her personal achievements.
