Chin Saik Yoon is the founding publisher of Southbound, an academic publishing house based in Penang, Malaysia.

Chin established Southbound in 1990, to create space and a channel for researchers and practitioners in both the South and the North to reflect on the roles of information and communication processes in facilitating sustainable social change.

Chin is a practitioner and student of participatory development communication, which aims to facilitate bottom-up processes that put people in charge of their own development. He had participated in communications and media initiatives across the Asia-Pacific, Africa and Arab Regions.
